Electronic Records Consent
1. Consent to use Electronic Records, Notices, and Communications
As part of your relationship with Dandelion Payments, Inc. dba RIA Money Transfer and AFEX Money Express (“Dandelion”), you are entitled to receive certain information, such as notices, disclosure and statements in writing. To help with our efforts to protect the environment, and to facilitate the use of our Remote Customer Program, we ask that you give us permission to provide these notices, disclosures and statements electronically.
2. Consent to use Electronic Records and your right to withdraw consent.
To the extent permitted by law, you consent to receive in electronic form all the disclosures we would otherwise be required to provide to you in paper form, including those listed below. Your consent will remain in effect until you withdraw it. You may withdraw your consent to receive further notices or disclosures electronically at any time by emailing us at customerservice@riamoneytransfer.com or by calling us toll-free at 1-877-443-1399 and providing your name and mobile phone number or email address and telling us you are withdrawing your consent. Please be advised that if you withdraw your consent to receive electronic records, you will not be able to use the remote service.
3. Your Consent Covers the Following Documents:
Your consent applies to all the disclosures we would otherwise be required to provide to you in paper form, including, but not limited to, receipts related to your money transfer transaction, the terms and conditions applicable to your money transfer transaction (including these Terms and Conditions), any updates or changes in those documents, and other informational mailings regarding your transactions or ways to protect your account.
4. You must keep your email address current with us.
To ensure that we were able to provide disclosures and statements to you electronically, you must notify us of any change in your email address or mobile phone number. To update the email address or mobile phone number we have on record for you, simply: contact us toll-free at 1-877-443-1399 and provide us with your name, mobile phone number and updated email address.
5. Hardware and software you will need.
For website:
- A computer system that operates on a platform like Windows or Mac environment or better.
- A connection to the Internet.
- We reserve the right to discontinue support of a current version of the software if, in our opinion, it suffers from a security or other flaw that makes it unsuitable for providing to you the service. And we always reserve the right, in our sole discretion, to communicate with you via the U.S. Postal Service.
- Chrome 80 or later, Safari 15.4 or later, Firefox 74 or later, Microsoft Edge 80 or later, Opera 67 or later.
- A current version of a program that accurately reads and displays PDF files, such as Adobe Acrobat Reader version 7 or higher.
- A computer or device and an operating system capable of supporting all the above.
- A printer to print out and retain records on paper, or electronic storage if you wish to retain records in an electronic form. You should retain a copy of all the notices, disclosures and statements we sent to you electronically.
By providing your consent to receive and use electronic records, communications and notices, you are also confirming that you have the hardware and software described above, that you can receive and review electronic records, and that you have an active email account. You are also confirming that you have read and understand this consent to use electronic records, communications, notices, and signatures.
Pay by Link
1. What is “Pay by Link”?
Pay by Link is a service offered by Dandelion Payments, Inc. dba RIA Money Transfer and AFEX Money Express (“Dandelion”) that enables you to pay for a money transfer using a debit via a secure payment link, powered by Dandelion’s third-party provider Adyen, that will be sent to you by Dandelion via email once you place your money transfer order either remotely, by calling a Dandelion agent, or in-person, at a Dandelion agent or Dandelion store. As a pre-requisite for using Pay by Link for the first time, you must register in-person for the service by visiting a Dandelion agent or Dandelion store.
2. How does Pay by Link work? Pay by Link can be used in two ways:
A. Pay by Link to place a money transfer order in-person at a Dandelion agent or at a Dandelion store:
i. Once you have placed your money transfer order in person at a Dandelion agent or Dandelion store, you will receive payment instructions by email with a secure link to make a payment.
ii. You may complete your payment by using the secure link hosted by Adyen, Dandelion’s third-party provider Adyen, by a QR code scan, or by a link sent to your mobile device via SMS, or WhatsApp.
iii. Your order will be on hold for 30 minutes for you to make payment, after which time the order will be automatically cancelled.
iv. Once payment is confirmed and verified, the order will be released and the money will be on its way to the recipient.
v. You will receive a printed physical copy of your receipt.
B. Pay by Link to place a money transfer remotely:
i. Once you have placed your money transfer over the telephone with a Dandelion agent or Dandelion Store, you will receive payment instructions by email with a secure link to make a payment.
ii. Your order will be on hold for 24 hours for you to make payment, after which time the order will be automatically cancelled.
iii. Once payment is confirmed and verified, the order will be released and money will be on its way to the recipient.
iv. An email with the receipt attached as a PDF will be sent to you.
Terms and Conditions:
RECIPIENT CHARGES: Recipient may receive less due to fees charged by the recipient’s bank and foreign taxes. SENDER RIGHT OF CANCELLATION AND REFUND: You can cancel for a full refund at any time unless the funds have been picked up or deposited. ERROR RESOLUTION: You have the right to dispute errors in your transaction. If you think there is an error, contact us within 180 days at (888) 596-5487 or www.riamoneytransfer.com. You can also contact us for a written explanation of your rights. For questions or complaints about Dandelion, contact Department of Financial Protection and Innovation, (866) 275-2677, www.dfpi.ca.gov or Consumer Financial Protection Bureau, (855) 411-2372, (855) 729-2372 (TTY/TDD), www.consumerfinance.gov. CURRENCY EXCHANGE CHARGES: If a sending customer requests payment to a beneficiary in non-U.S. currency, Dandelion will also retain as revenue any difference between the retail currency exchange rate charged to the sending customer and the wholesale currency exchange rate paid by Dandelion. RIGHT TO REFUND: You, the customer, are entitled to a refund of the money to be transmitted as the result of this agreement if Dandelion Payments, Inc. dba Dandelion Money Transfer and AFEX Money Express (“Dandelion”) does not forward the money received from you within 10 days of the date of its receipt, or does not give instructions committing an equivalent amount of money to the person designated by you within 10 days of the date of the receipt of the funds from you unless otherwise instructed by you. If your instructions as to when the moneys shall be forwarded or transmitted are not complied with and the money has not yet been forwarded or transmitted, you have a right to a refund of your money. If you want a refund, you must mail or deliver your written request to Dandelion at 7000 Village Drive, Suite 200 Buena Park, CA 90621 US. If you do not receive your refund, you may be entitled to your money back plus a penalty of up to $1,000 and attorney’s fees pursuant to Section 2102 of the California Financial Code. LIMITATION OF LIABILITY: Dandelion’s liability is limited to the U.S. dollar amount showing on the face of this receipt, including service charges placed by Dandelion. Dandelion shall not be liable for any indirect or consequential damages resulting from late delivery or non-delivery of your payment order, messages or refunds. No person is authorized to alter or waive the terms of this agreement on Dandelion’s behalf. PRIVACY: Dandelion will process your personal information for conducting the transaction and/or marketing activities and will not disclose it to third parties, except as permitted by law or necessary to conduct the transaction you have requested and authorized. SATISFACTION GUARANTEE: If, for any reason, you are not satisfied with our service, but your transaction has already been paid, call (855) 355-2141 within 30 days and Dandelion will refund the transfer fee. WARNING: Wiring money is just like sending cash - once it’s gone, you can’t get it back. So, don’t wire money to a stranger or to someone you haven’t met in person. If you believe you were involved in a scam, please contact our Consumer Fraud Department at (855) 355-2145.
